(2)The"RegionalGDPAccountingSystem"isapartofthenationalsurvey.ItisacomprehensiverequirementoftheNationalBureauofStatisticsforallprovinces,autonomousregions,municipalities,citiesunderseparatestateplanning,andtheXinjiangProductionandConstructionCorpsStatisticsBureau.Regionsshouldconscientiouslyorganizetheimplementationinaccordancewiththeunifiedrequirementsofthewholecountry,andfillinthereportontime.

(3)"RegionalGDPAccountingSystem"isdividedintotwoparts:annualreportandregularreport.Themeaningandcalculationmethodofeachindicatorinthetableshallbeimplementedinaccordancewiththe"AnnualAccountingPlanforGrossDomesticProduct"and"QuarterlyAccountingPlanforGrossDomesticProduct(Trial)"oftheDepartmentofNationalAccounts.

(4)Thetotalvalueofregionalincomeisequaltothevalueofregionalproductplusnetfactorincomeoutsidetheregion.Becauseitisdifficultforeachregiontocalculatethenetfactorincomeoutsidetheregion,therearestillsomeregionsthathavenotcarriedoutthiswork.Therefore,thereisnounifiedprovisionforreportingthetotalvalueofregionalincome.Areaswithconditionscanbereportedinaccordancewiththeregulationsofthesystem,areaswithoutconditionscanbetemporarilynotreported,butinvestigationsandstudiesshouldbeactivelycarriedout,conditionsshouldbecreated,andtrialcalculationsshouldbecarriedouttomeetthedecision-makingneedsoflocalgovernments.

(1)Totimelyreflecttheincreaseordecreaseofbasicunitsnationwide,Doagoodjobinthemaintenanceandupdateofthedatainthedirectorydatabase,andformulatethissysteminaccordancewiththeprovisionsofthe"StatisticalLawofthePeople'sRepublicofChina".

(3)Thisstatisticalreportingsystemisdividedintoannualreportsandregularreports.Thestatisticalscopeisinprincipleforindustrialcorporationsabovedesignatedsize.Anindustriallegalpersonenterpriseabovedesignatedsizereferstoanindustriallegalpersonenterprisewithanannualmainbusinessincomeof20millionyuanandabove.Thestatisticalscopeofthe2010annualreportinthisreportingsystemisforindustrialcorporationswithannualmainbusinessincomeof5millionyuanandabove,andthestatisticalscopeofthe2011regularreportisforindustrialcorporationswithannualmainbusinessincomeof20millionyuanandabove.

LaborStatistics

LaborStatisticsReportSystem

Themainpurposeoflaborstatisticsistounderstandthenumberofemployeesandlaborcompensationinunits,andreflectEmployment,productioncostsandeconomicoperation;reflectthebasicsituationandchangesintheinitialdistributionofnationalincome,andprovideanimportantbasisforscientificallyformulatingdistributionpoliciesandsocialsecurityrelatedpolicies;assessthelabormarketcompetitivenessofthecountryorregion;Theaverageleveloftheindustrysetswagestandards.

The"LaborStatisticsReportSystem"consistsoftwoparts,namelythe"Non-PrivateUnitLaborStatisticsReportSystem"and"PrivateUnitWageStatisticsReportSystem".Thestatisticalscopeofthissystemcoversalllegalentitiesintheurbanareasof31provinces,autonomousregions,andmunicipalitiesacrossthecountry.ThissystemisexplainedbytheNationalBureauofStatistics.

LaborStatisticsReportSystemforNon-PrivateUnits

The"LaborStatisticsReportSystemforNon-PrivateUnits"isorganizedbythenational,provincial,municipal,andcountystatisticalbureausImplement.Thestatisticalreportsarearrangedbythemunicipalandcountystatisticalbureaustovariouslegalentitiesororganizationsinthearea.Aftereachunitfillsinthereport,itisreportedtothelocalstatisticalbureauwithinthespecifiedtime,andafterlevel-by-levelreviewandsummary,itisreportedtotheNationalBureauofStatistics.AfterbeingreviewedandsummarizedbytheNationalBureauofStatistics,itwillbeannouncedinaccordancewithrelevantregulations.

Thesurveyobjectsincludeallnon-privatelegalentitiesinurbanareas,specificallyincludingstate-ownedunits,urbancollectiveunits,andunitsinthejointeconomy,joint-stockeconomy,foreigninvestmenteconomy,HongKong,MacaoandTaiwaninvestmenteconomy.Themainindicatorsofthesurveyinclude:numberofemployeesintheunit,totalwages,etc.

Thenumberofemployedpersonscountedbyeachunitreferstoallpersonswhoworkintheunitandreceivewagesorotherformsoflaborremuneration,butdonotincludethosewholeavetheunitandstillretainlaborrelations.Totalwagesrefertothetotallaborremunerationpaiddirectlybytheunittotheemployeesoftheunitwithinacertainperiod(suchasacompletecalendaryear),regardlessofwhetheritisincludedinthecost,whetheritispaidincurrencyorinkind.Thetotalwagestatisticsarepersonalpre-taxwages,andalsoincludethefundsandtaxesofpersonalaccountssuchaspension,medicalcare,andhousingthatshouldbepaidbytheindividual.

Privateunitwagestatisticsreportsystem

Privateunitwagestatisticsarecarriedoutbyacombinationofmultiplesurveymethods,andthenumberofemployeesis100ormoreAcomprehensivesurveywillbeconductedforunitswith20-99employees,andsamplingwillbecarriedoutattheprovinciallevelasawhole,dividedbyindustrycategory,withasamplingratioof10%;forunitswith19employeesorless,nosamplingwillbeconducted.Directsurvey,basedonrelevantdataandcombinedwithtypicalsurveystomakecalculations.

Accordingtothe"RegulationsonClassificationofEnterpriseRegistrationTypes"promulgatedbytheNationalBureauofStatistics,theprivatelegalentitiesinthesalarysurveymainlyreferto:domestic-fundedlegalentitiesinvestedandestablishedbynaturalpersonsorcontrolledbynaturalpersons,For-profiteconomicorganizationsbasedonhiredlabor,includingprivatelimitedliabilitycompanies,privatelimitedcompanies,privatepartnerships,andprivatecompaniesregisteredinaccordancewiththe"CompanyLaw","PartnershipLaw",and"InterimRegulationsonPrivateEnterprises"Soleproprietorship.
