Thecompletionofthetaskplayedaveryimportantrole.Withthedevelopmentofthesituationandtasks,theproblemsofthissystemhavebecomeincreasinglyprominent.TheChinesemilitary’schangeoftheheadquarterssystemtothemulti-departmentsystemisbasedonthegeneralprinciplesoftheMilitaryCommission’smanagementofgenerals,themainbattlezone,andthemainconstructionofthemilitary.organ.Suchadjustmentsareconducivetoupholdingtheparty'sabsoluteleadershipoverthearmyandthecentralizedandunifiedleadershipoftheMilitaryCommission,helpingtheMilitaryCommissionorganstoperformstrategicplanningandmacromanagementfunctions,andhelpingtostrengthenthecontrolandsupervisionoftheoperationofpower.

Armytransformation

TheformerGeneralStaffHeadquartersoftheChinesePeople’sLiberationArmywaschangedtotheJointStaffHeadquartersoftheCentralMilitaryCommission.Afterthereformofthefourheadquarters,itbecameprominentlysubordinatetotheCentralMilitaryCommission.Theresultofthesystem.Inaddition,theGeneralStaffHeadquartersoftheChinesePeople'sLiberationArmywaschangedtotheJointStaffHeadquartersoftheCentralMilitaryCommission,whichisalsoamanifestationofthereformofthejointcombatcommandsystem.OnJanuary1,2016,theCentralMilitaryCommissionissuedthe"OpinionsonDeepeningtheReformofNationalDefenseandtheArmy"(hereinafterreferredtoasthe"Opinions").The"Opinions"clearlystatedthat"tofirmlygrasptheprinciplesofthe'MilitaryCommission'smanagement,themainbattlezone,andthemainserviceconstruction'",andemphasizedthatin2015,thefocuswillbeonorganizingandimplementingreformsoftheleadershipmanagementsystemandjointoperationscommandsystem.ThereformoftheleadershipmanagementsystemincludestheadjustmentandreformoftheorganizationoftheMilitaryCommission,fromaheadquarterssystemtoamulti-departmentsystem.

First,thetransitionfromthe“ChinesePeople’sLiberationArmy”tothe“CentralMilitaryCommission”isthespecificpartofthetwelve-characterpolicyof“MilitaryCommissionmanagement,theatermaincombat,andservicemainconstruction”proposedbyGeneralSecretaryXiJinping.reflect.Inthepast,itwascalledtheGeneralDepartmentoftheChinesePeople'sLiberationArmy,whichwasmorelikealeadingorganizationforthecontrolofacertainaspect;itwascalled"theCentralMilitaryCommission",whichclarifiedthestatusofthesubordinateorganizationoftheCentralMilitaryCommissionoftheMinistry.The"general"isnotfour,butone,andthatistheCentralMilitaryCommission.Thisisverybeneficialtotheformationofahighlycentralizedandunifiedmilitarydecision-makingleadingbody.Correspondingly,thereisnoneedtoretaintheword"general"inthe"general"department.

Second,thetransformationofthe"GeneralStaffHeadquarters"intothe"JointStaffHeadquarters"isaninevitablerequirementforthetransformationofthecombatcommandsystem.Thekeyto"mainbattleintheater"istoformajointtheatercommandsystem.Therearesmalltheatersandlarge-scalewarzonesintheaters;therearelocalwarsandfull-scalewarsinwars.Localwarsrequirethecommandofsmalltheaters;large-scaleall-outwarsofcourserequiredirectcommandfromthecentrallevel.Therefore,themainbattlezonereferstonotonlysmalltheaterssuchasthePacific,IndianOcean,SouthChinaSea,andEastChinaSea,butalsoglobalwarzones.Theestablishmentofajointstaffisconsideredfromtheperspectiveoftheglobaltheater.Atthesametime,evenasmalltheatercommandrequiresthecoordinationandguidanceofthecentraljointoperationsorganizationtomakestrategicdecisions.
