AfterU.S.PresidentRooseveltcametopower,hewasverydissatisfiedwiththecurrentsituationofAmericanintelligenceagencies,andhadtoconstantlycoordinatedisputesbetweenvariousintelligenceagencies.
In1939,PresidentRooseveltissuedasecretinstructiontohandoverallespionagework,counter-espionagework,andsabotagetotheenemytotheFBIandtheArmyandNavalIntelligenceDepartment.Atthesametime,healsoauthorizedtheFBItoconductcounterintelligenceandsecurityworkagainstAxisspiesinLatinAmerica.
OnJune22,1941,GermanywenttowaragainsttheSovietUnion.Theseverityofthesituationhasgreatlyexceededpreviousexpectations.RooseveltquicklymadeadecisiontoestablishtheUnitedStatesIntelligenceCoordinationAgency,withWilliamJosephDonovanasitsdirector.InJulyofthesameyear,Donovanaskedfora$450,000grantfromtheBureauofBudgettostartworkinseveraldilapidatedbuildingsneartheWhiteHouse.Theformaltasksweresabotage,espionage,counterintelligence,deployment,andimplementationofsecretoperations.ThesetaskslaterbecamethebasicscopeofoperationsoftheUSCentralIntelligenceAgency.

DonovangraduallyincreasedthescopeandintensityoftheactivitiesoftheIntelligenceCoordinationBureau.HeeventookoverfromhisoldfriendStephensonajoboriginallydonebyaBritishspy,whichwastoregularlyconductsecretsearchesattheSpanishEmbassyinWashington,andsecretlyphotographthecodebooksandimportantdocumentsoftheFrancogovernmentofthepro-Axiscountries.ToassisttheUnitedKingdominconqueringtheGerman"mysterious"secretpassword.ButthissecretmovemadeHoover,DirectoroftheFBI,annoyed,becauseheshouldbeinchargeofit.Hooverwasannoyed.WhentheIntelligenceCoordinationBureauspyspiedintotheembassyagain,theFBIdispatchedthevehicle,turnedonthebrightsignallights,andraisedthealarmsignal,andfinallycaughtthepanickedspyback.Donovantrembledwithanger.HeandHooverkeptarguinginfrontofRoosevelt,butoutofhisownconsideration,thePresidentdidnotreprimandHoover.Instead,heorderedthetasktobetransferredtotheFBI.
Composition
TheCIAisdividedintofourmaincomponents:IntelligenceDivision,ManagementDivision,OperationsDivision,andScienceandTechnologyDivision.Mostoftheinformationtechnicianshaveahighdegreeofeducationorareexpertsincertainfields.Theorganization,personnel,funding,andactivitiesoftheagencyarestrictlyconfidential,andevenCongresscannotintervene.
Established
Inordertoimprovethechaoticintelligencesituation,inearly1942,RooseveltoncewantedtodisbandtheIntelligenceCoordinationBureauandassignitsvariousagenciestootherintelligencedepartments.Donovantriedhisbesttopreventthisideafrombeingimplemented.Later,hefoundanally,theJointChiefsofStaffoftheUnitedStates'SupremeMilitaryOrganization.ThelatterfirmlybelievedthattheUnitedStatesmusthaveanagencythatspecializesinsecretworkagainsttheenemy,andDonovanconvincedthemthattheIntelligenceCoordinationAgencywasthebestperformer.
OnJune13,1942,atthejointrecommendationoftheJointChiefsofStaffandDonovan,RooseveltorderedthecombinationoftheIntelligenceCoordinationAgencyandthemilitaryintelligenceforcestoestablishtheUSStrategicIntelligenceAgency,DonovanServedasdirector.ThisisthefirstunifiedcentralintelligenceagencyintheUnitedStatesandthepredecessoroftheUSCentralIntelligenceAgency.

AftertheSecondWorldWar,PresidentTrumandisbandedtheStrategicIntelligenceAgency.ButPresidentTrumansoonfoundhimselfunabletocopewithintelligencereportsfromvariousgovernmentdepartments.Therefore,theNationalIntelligenceAgencyanditsoperationalagency,theCentralIntelligenceUnit,wereestablishedtocoordinateandverifythesereports.In1947,PresidentTrumanapprovedtheNationalSecurityActof1947.Accordingtothe"NationalSecurityAct",theCIAmustcomplywiththe"nopolice,subpoenas,orlawenforcementordomesticsecurityduties."ThisstructurehasledtotensionsbetweentheCIAandotherintelligenceagenciesoftheDepartmentofDefense,aswellasbetweentheCIAandtheFBI.
OnSeptember18,1947,theCIA,themostpublicintelligenceorganizationintheworld,wasborninthisdelicatepoliticalenvironment.

CIADirectorDavidPetraeus(2011-November20129th)wasthefirstseniorofficialtochangehispositionafterObamawasre-elected.ThesuccessorisJohnBrennan.TheDirectoroftheCentralIntelligenceAgencyoftheUnitedStatesisdirectlyappointedbythePresidentoftheUnitedStatesandalsoservesasaseniorintelligenceadvisertothePresidentandCongress.Heisoftenreferredtoasthe"ear"ofthePresident.AftertheestablishmentoftheCIA,thefirstpersonPresidentTrumanreceivedeverydaywasalwaysthedirectoroftheCIA.
ThelongestdirectorinthehistoryoftheCIAwasAllenDulles,whotookofficefrom1953to1961duringtheColdWar.Whenhetookoffice,Dulleswas56yearsold,insixties,withgrayhair,apairofglasses,andapipeinhismouth.Hewasquitescholarlyandgavepeopleagentleandgentlefeeling.Infact,heisenergetic,scheming,andveryscheming.Americansjokinglycallhimthe"foxchief"oftheCIA.
Dulles’contributiontotheU.S.CIAisthathewithstoodMcCarthy’sattackontheU.S.CIA,makingtheU.S.CIAreplacedtheroleoftheStateDepartmentonsomekeyissuesandbecametheimplementationThemaintoolofUSforeignpolicyhasincreasedtheprestigeoftheUSCentralIntelligenceAgencyintheUnitedStates.
AnotherimportantpersonisTenet,whotookofficein1997andleftin2004.Hehasworkedfor7years,secondonlytoAlanDulles.OnJuly11,1997,TenetbecameClinton'sthirddirectoroftheCIA.
InJanuary2001,BushaskedTenettostayinofficeafterhetookoffice.TenetbecamethefirstpersonintheCIAtobere-electedasthedirectorafterchangingthepresident.InthefiveyearsbeforeTenetbecametheheadoftheCIA,themostimportantintelligenceagencyintheUnitedStateshassuccessivelyreplacedthreedirectors,andhasbeeninastateofinstabilityforalongtime.Becauseofthis,AmericanintelligenceprofessionalsbelievethatoneofTenet'sgreatestcontributionsduringhistenureasthedirectoroftheCIAwastoenabletheCIAtomaintainlong-termstability.
DutiesandResponsibilities
AccordingtotheNationalSecurityActof1947intheUnitedStates,theCIAhasnodomesticmissionsandnoarrestpower.ThemainresponsibilityoftheCIAistoprovidethebasisforthepresident'snationalsecuritydecision-making.TheDirectoroftheCIAistheintelligenceadvisertotheNationalSecurityCouncil.ThisestablishestheCIA'spositionintheUSintelligencecommunity.Itistheintelligenceagencyclosesttothenationalsecuritydecision-makingprocess.However,thevariousagenciesoftheUSintelligencecommunityhavemaintainedaconsiderabledegreeofindependence.TheCIAdirectorcannotissueorderstootherintelligenceagencies,butonlyplayacoordinatingrole.
Mainlyhavethefollowingfivefunctions:
1.ProvidetheNationalSecurityCommitteewithinformationoncoordinatingtheintelligenceactivitiesofvariousgovernmentdepartmentsandagenciesonnationalsecurity;
2.ProvidetheNationalSecurityCouncilwithsuggestionsforcoordinatingtheintelligenceactivitiesofvariousgovernmentdepartmentsandagenciesonnationalsecurity;
3.ContactandevaluatenationalsecurityintelligenceforthegovernmentProperlydisseminateinformationandprovideusefulinstitutionsandfacilitiesatappropriatelocations;
4.Forthebenefitofexistingintelligenceagencies,engageinauxiliaryservicesofcommonconcerninordertomoreeffectivelyandcentrallyimplementtheNationalSecurityCouncil’sDecision;
5.Performotherfunctionsandobligationsrelatedtointelligencethataffectnationalsecurity,sothattheNationalSecurityCouncilcanprovideguidanceatanytime.
Beginningintheearly1990s,theUSCentralIntelligenceAgencyhasgraduallyshifteditsfocustocollectingeconomicintelligenceandotherinternationalhotissues,suchascollectingtheeconomicpoliciesofhostilecountries,militarydevelopmentplans,andanti-terrorism.,Preventtheproliferationofnuclearweaponsandpreventtheleakageofstatesecretsandotherissues.TheClintonadministrationclearlyinstructedtheUSCentralIntelligenceAgencytomainlyhavethreemajormissionsunderthenewinternationalsituation:
1.Strivetograspthesituationofcountriesinvolvedinweaponproliferationandterroristactivities,amongwhichthemostTheprominentandmostimportantcountriesareNorthKoreaandIran.
2.PaycloseattentiontothesituationofcountriesthatmaymaketheUnitedStatesfeeluneasyoncetheirpoliticalandeconomicchangestakeplace,suchasRussiaandChina.
3.MakeeveryefforttoassisttheU.S.governmenttoensurethatU.S.companiescanconductfairtransactionsinforeignbusinessfields.SometimesallbriberyorbriberyactivitiesarecarriedoutinordertotakeawayeconomiccontractsfromenemycountriestoprotectAmericancompaniesfromwinningthecompetitioninthebusinessfield.

Recruitmenttarget
Currently,therecruitmenttargetoftheUSCentralIntelligenceAgencyisnottraditionalAmericans,butfromthreateningcountries,specialAsiancountries.AreimmigrantsfromcountriesintheMiddleEastorthedescendantsoftheseimmigrants,especiallyethnicminoritiesandwomen.AseniorCIAofficialsaidthattheCIAhasbeenrecruitingimmigrantssothattheycanenterthegrassrootsofforeignsocietiestoobtainintelligence.Especiallyinthecurrentsituation,theUnitedStatestreatsforeignterrorists,drugdealers,andarmssmugglersmoreasenemiesofnationalsecurity,andtheCIAneedsagentswhoareproficientinthelanguageandpsychologicalwarfareoftheenemy'scountry.Volunteerswhohavetheabilitytosneakintoterroristorganizationswillbegivenpriorityforadmission.
InJune1986,theCIAestablished11recruitmentcentersintheUnitedStates.Afterpassingtheexamination,1,000peoplewereemployed,ofwhich200to300weretrainedasspies.Inthefallof1998,theCIAcarriedoutthelargestrecruitmentofspiesandanalystsin10yearswithgreatfanfare.TheCIAcarriedoutlarge-scaleadvertisingcampaignsacrossthecountryandreceivedapplicationsinhotelsandhotelsinmanypartsoftheUnitedStates.By.TheCIArecruitsspiesandchoosestofocusonintelligenceandexpressiveness,suchasadventurousandwillingtomakesacrifices,orexpertiseinacertainarea.
TheCIAhasestablishedclosetieswith66ofthebestuniversitiesandcollegesintheUnitedStates.Inaddition,Congressadded1.5billionU.S.dollarsofbudgetto13Americanintelligenceagenciesthatyear,ofwhich200to300millionU.S.dollarswasallocatedtotheU.S.CentralIntelligenceAgency.
In2002,theCIAseemedtobefullofmysterytomanypeople.Thisisprobablybecausespyingisnotsomethingthatcanbeadvertisedcasually.Therefore,theUSCentralIntelligenceAgencywentunconventionalandbegantopublishadvertisementsinnewspapersandhigh-endmagazinessuchasTheEconomist,andopenlyrecruited"spies."TheseadvertisementsportraytheActionOfficeasacolorfulconsortiumofbeautifulyoungpeopleintheirtwenties.
SelectionSteps
Thefirststepistoconducta"namecheck"onthepersonswhoareinitiallyidentifiedonthelist.Thepurposeofnamecheckingistoseewhatbackgroundandmaterialsthesepeoplehavethatarenotsuitableforspying.
Thesecondstepistoconductfurthersecuritychecksonthosewhohavepassedthenamecheck,includingfamilyconditionsandpersonalexperience.Afterthecompletionofthesetwosteps,thequalifiedwillundergoaseriesofunexpectedtests.Thetesteeacceptsthetestwithoutanymentalpreparationinordertobeabletofullyinvestigatethetruesituationofhisintelligence,expressivenessandideologicalqualities.Qualifiedcandidateswillfirstundergothe"observationtest"inspection,andtheexaminerwillissuequestionsbasedontheplanorexperts,andlettheexamineecompleteitbythemselves.
The"willpowertest"istosuddenlyarresttheexamineefromthehomeandsendittothedarkroominthebasement,placedunderastronganddazzlingreflector,orlockedupwiththedeathrowinmate,fromthedarkThereweresevereinterrogationandthreats.Thefinaltesttakershavetopassisapolygraphtesttochecktheirpsychologicalquality.
Thosewhopasstheabovequalificationswillfirsthave9monthsto1yearofpreliminarytraining.Inthefirstthreemonths,newtraineeswillattendclassesattheheadquartersoftheUSCentralIntelligenceAgencytostrengthencamouflageandlanguagetraining.Inparticular,theymustconductin-depthstudyandresearchonthehistory,geography,politics,economy,andcustomsofthecountrywheretheyarestationed.Threemonthslater,IwenttothePirieCamp"farm"inVirginia(thatis,theAmericanspyschool,internallycalledtheTri-ServiceExperimentalTrainingBase,externallycalledthe"farm")totrain.Generallyspeaking,futurespieswilllearntofightunarmed.Theydonotreceivesystematictraininglikeboxers,butonlylearnhowtousetheirheels,palms,andfingerstohittheopponent'svitalparts"Sanshou",whichincludestheessenceofChineseKungFu,Judo,andgrappling.Thefocusofcomprehensivetrainingisoncovertoperationsandsecrecy.Theylearntodo"bagwork"(tosneakintoaprivatehouseorcompanyoffice)andwiretap.
Inthe"farm",asimulatedborderlinewithacontroltowerisbuiltforstudentstopracticeillegallycrossingtheborder.Italsotrainshowtofollow,monitor,getridofenemytracking,establishsafeconnectionpoints,transferintime,learnhowtodressup,learnhowtoconnectsecretcodes,codes,andciphertelegrams,secretgatherings,arsonandblasting,drawingmaps,andstudytheenemy’saspects.Counterintelligenceagencies’methodsofactionandorganization,aswellasconfidentialityeducation...Afteroneyearofformaltraining,theCIAtestedthestudents’abilities,intelligence,andpersonalitystability,andthenassignedthemtotheCIA.Allsubordinatedepartmentsworkforaboutthreeyearsunderthecontrolandguidanceofthetrainingoffice,andthenformallydispatchedtovariouspartsoftheworldtoperformsecretmissions.

Theintelligenceagenciespaidgenerously.Spyagentsalwaysweardesignerfashions,drivelimousines,andenterhigh-endrestaurants...AtArlingtonNationalCemetery,notfarfromKennedy’sTomb,anordinarysergeantnamedJackDunlapisburied.ThemostdangerousspyinAmericanhistory.ThistallandthinsuperspyworksasapostmanfortheCIA.Itwasonlythreeyearslaterthathisbosssuddenlyrememberedthatthepostmanwhoearned$100aweekwasdrivingaJaguarluxurycarandasailingboat.Hewasafrequentvisitortoluxuryhotelsandsailingclubs.Whenthesergeantdidnotlivetorevealhisidentity,hetooktherecruitedsecretintothegrave.Today,theUSCentralIntelligenceAgency,thewealthiestsecretserviceagency,hasmediumincomebyWesternstandards.ThesalaryofWesternintelligencepersonnelwithayearofserviceisbarelyenoughforthemtolivealifethatisnotpoor.Theyrelyon25-yearloanstobuyhousesandordinarycars.Theycan'teventhinkofowninghigh-endracingcars,manors,andyachts,norcantheyexpecttogotorestaurantstodrinkandeatfrequently.Onlywhenthedepartmentholds"events"inhigh-endrestaurants,canyoueatdeliciousfoodanddrinkrarewine.AldrieAmes,thefamousAmericanCIAagent,cannotliveagoodlifeonlegalincome.TheAmericanssaidthatAmesreceivedatleast$2.7millioninnineyearsofcooperationwiththeKGB.Hebetrayednearly100secretinformationfromtheUSCentralIntelligenceAgency,exposingtheidentitiesofdozensofAmericanagentsintheformerSovietUnion.

In1988,AmericanAirlinesFlight103explodedintheair,andaCIAofficialnamedMattCannonwaskilledalongwithotherpassengers.USofficialsbelievedthatthiswasaterroristincident,andthemastermindbehindtheincidentwastheLibyanswhohadbeenattackedbytheUSair.ItisworthnotingthatThomasTweton,aseniorCIAofficerwhohelpedplantheairstrikesonTripoli,isMattCannon’sfather-in-law.
OnadarknightinNovember1989,overaremoteairstripinAngola,amilitarytransportplanefilledwithweaponsandammunitionquietlyarrived.However,whentheaircraftattemptedtoperformaninstrumentlanding,itwasunsuccessful.Theaircrafteventuallycrashed,killingallsixmembersoftheaircraft.TheweaponsandammunitionontheplanewereprovidedbytheUSCentralIntelligenceAgencytotherebelsoftheNationalLeaguefortheTotalIndependenceofAngola,headedbyJonasSavembi.ThesixcrewmemberskilledinthecrashwereallCIAagents.

Ames,American.HejoinedtheUSCentralIntelligenceAgencyin1962andservedasthedirectoroftheSovietandEasternEuropeanCounterintelligenceDivisionoftheBureaufrom1983to1991.TheKGBtookadvantageofhisfrustrationinofficialdomandlove,usingmoneyasbaittoinstigaterebellion.TheUSCentralIntelligenceAgency'sineffectivemonitoringanddiscoveryofdoubtfulpointshavenotbeenclearedintime,enablinghimtostealintelligenceforSovietRussiainkeypositionsforalongtime,causingheavylossestotheUnitedStatesandaprofoundlesson.

SecretagentdefectedtotheSovietUnion
InthehistoryoftheCIA,EdwardLeeHowardwasthefirstAmericanintelligenceofficertopubliclydefecttotheSovietUnion.Hisdefection,PromotemajorreformsintheUSintelligencecommunity.
In1981,29-year-oldHowardbeganservingtheCIA.However,twoyearslater,Howard,whoheldalotofsecrets,wasfiredforfailingtopassthepolygraph.Afterbeingfired,Howardbegantodrinkheavily,andthengotseverelungdisease,andlifesuddenlybecameveryembarrassing.
In1984,HowardandhiswifeMary,whowasanemployeeoftheCIA,wenttoViennatorecuperate.HesecretlyreachedanagreementtosellintelligencewiththeSoviets.Afterthat,Howard's"travel"toViennasuddenlyincreased.Atthesametime,dozensofAmericanspieslurkingintheSovietUnionwerearrestedoneafteranother,andtheUSspynetworkinMoscowwasalmostcompletelyparalyzed.

Thetop-secretfiledisclosedbytheCIAshowsthatitsagentspinthehopeofassassinationofCastroinLasVegasThebodyofthegangbossJonnyRosley.TheCIAagentexplainedhisreasoningintheinterviewandsaidthatbecausetherevolutionledbyCastrohadhitRosley'smultinationalcompany'sbusiness,hesecretlysaidthathereallywantedtokilltheguyCastro.TheCIAagentlookedreliableandimmediatelycontactedhimandsaidthattheCIAwaswillingtoinvest$150,000toeliminateCastro.
However,atop-secretfilemadearequest:"YoumustletRosleyknowthattheU.S.governmentknowsnothingabouttheassassinationofCastro."WhatmadetheagentsdepressedwasthatRoseLeerejectedtheCIA'sgoodintentions.However,thegangbossintroducedtwogangkillerswhowereopentomoneyandwillingtodoanythingwithmoneytotheCIA.Ofcourse,thesetwokillersreturnedwithoutsuccess.Therewereasmanyas650similarassassinationsofCastrobeforeandafter,butthetop-secretfileoftheCIAadmits:“Attheendoftheday,wehavenoconfidenceinourselves.”Castrosaidhumorously:“I’mstilltheretoday.Tolive,thisisentirelyduetothefaultoftheCIA."

In2012,approximately854,000civilservants,militarypersonnel,andcontractorsintheUnitedStateshadsecurityclearancestohandletop-secretinformationThisisequivalentto1.5timesthepermanentpopulationofWashington.
Therapidincreaseinpersonnel,groups,andinstitutionshascausedtheauthoritybetweenvariousdepartmentstobecomeblurred.Theover-expandedintelligencenetworkhasmajorproblemsininstitutionalcoordination.TheBushadministrationestablishedtheOfficeoftheDirectorofNationalIntelligencein2004(withfourdirectorschangedbeforeandafter)tocoordinateintelligencework,buttheresultwashalfthedamage.
